NAPAD Visioning Conference Update:
Structure Funding
Vision V draft: Strengthen structural
and funding relationships
Goals:
- Seeking participation in funding system and formal membership
in the Church Finance Council (CFC).
- Working with the Office of General Minister and President to develop
a task force for structural change.
Background:
- Sense that NAPAD have more self-determination with broader support
from the whole church.
- Understanding of time/need for NAPAD to make request for member
organization status in Basic Mission Finance (BMF).
- Understanding of time/need for NAPAD to have a different kind
of structural presence in the Disciples.
Steps:
- Proposal formulated about the future of NAPAD (See Funding & AStructure).
- Bring to General Board (July 2000).
- Work with Dick Hamm on Task Force for Renewal and Structural Reform.
- Report back to General Board (2001).
- Report to General Assembly (2001).
Guidelines for Funding & Structure:
Funding:
- Follow BMF guidelines in CFC by-laws for member organization.
- Develop a proposal to be formally adopted by NAPAD Executive Council
(taken March 30, 2000).
- Submit proposal to CFC Executive Board (i.e. Administrative Committee).
- If adopted, submit to General Board (July, 2000).
Timeline: Two-year process--2002
Notes:
- No need to depend on new structure in order to forward funding.
- Requires formal action by NAPAD Executive Council (taken March
30, 2000).
- Work with Disciples Home Missions Board regarding NAPAD/HM covenant
and the understanding of current relationship and transition (HM
Board meeting: May 2000).
- Forward to Task Force on Renewal and Structural Reform (See Structure).
Structure:
- Task force appointed: NAPAD Executive Council authorize
a task force on the nature of structure/proposal.
- Structure needs to be able to implement mission and goals
of NAPAD.
- Embody self-determination.
- Discuss how to work with regional and general partners.
- Call for the establishment of office (free standing?)
and how it is connected to the church.
- Describe nature of office, leadership, and governance.
- Work with General Minister-President.
